How long does it take for a conditional loan approval for an FHA Loan?

My Loan Officer told me that it would take 2-5 business days for a loan approval through Sydion Financial. It is now going on 3 weeks. What could the problem be? He has been telling me that his loan processor would give him a status report and that he would call the underwriter but he is not following through. Could there be a reason behind this? Thank you.
