Should we put the little kids in foster care?

Hello, my name is Leslie. I'm almost 18 years old. My mom died while giving birth to my 11 mo. brother and my dad is a soldier oversees (we haven't heard from him in a while). I'm the main caregiver to the other kids. There are 16 of us ( a lot, i know). my parents had 7, adoped a family of 4, had 1, adopted a family of 3, and had another 1. right now all 16 of us are living in a 2 bedroom apartment (somewhat rundown in the bad part of town). i have a job and so does my 16 yo bro, all money goes toward rent, and if any is left over, food. i promised my mom that i would keep the family together, but i want a better life for my little sibs,especially 11mo.,2, 4 and twin 5 yo. if the county and everybody knew we were living without parental consent, we would all be put in foster homes (as I'm still 17). i want to keep everyone together, but what family would take all 16 of us? should we turn oursleves in, or wait 2 months till i turn 18 and see if i can get sustody of the others? help!!!!
