How can I get rid of a bogus mechanics lien?

We had a bad electrician. We had to fire him and get another one and spent $1000 bringing the work up to code. Also, the bad electrician bought us too short of a large cable that cost $500 so we had to buy a new one. I held back about $350 because of that and told him he could buy back the cable and therefore he owed us money. Without an answer, he sent us a copy of the lien he took out for $350. Now, I cannot abide bad people, and want to see justice done, but, I am building a house and have no energy or time to go to small claims. If we never sell the house, or refinance, will the lien ever hurt us? Will it accrue interest? Can I take out a lien on HIS house?
