First step is to convert benzene to phenol. This is done by sulphonating with sulphuric acid followed by heating the product with excess sodium hydroxide to give phenol. Treating phenol with chlorine under anhydrous conditions the reaction can be stopped at 2:4 dichlorophenol (Under aqueous conditions the 2:4:6 trichloro compound is formed). This is treated with chloroacetic acid and sodium hydroxide to give 2,4 dichlorophenoxyacetic acid.
