Does anyone else agree that dbacks are oblivious to their bullpen problems?

this isn't a rant but a legitimate question that baffles me. i feel like no one else points this out on the broadcasts..last year they lost so many games because their bullpen would blow the lead on a regular basis..so many great starts by Webb and Haren were completely wasted because of an inconsistent bullpen.. now in the off season they did Nothing at all to improve that! they got rid of Lyon and Cruz (who were the two most consistent relief pitchers they had ) and they kept their crappy relievers (rauch, qualls, and pena) and then instead of getting a strong arm, they get veteran Tom Gordon, who is old and past him prime.. and then they sign IF felipe lopez, when they already have too many infielders.. so i guess my question is.. how can a multi million dollar organization be so careless and stupid? i'm sure there is SOMEONE who took this into consideration right? why didn't they try harder to improve their bullpen?
